Numerous business cases iterations lead to inefficient use of resource and multiple approvals panels often repeat the same question in different places, rather than answering the relevant questions for the appropriate body\/organisation. Our ambition is to streamline the Rail Network Enhancements Pipeline (RNEP) process. GRIP, the tool used to manage project delivery in Network Rail, is seen as inflexible and takes a \u2018one size fits all\u2019 approach to managing a project. The rigid stages set out by GRIP can often lead to unnecessary delays. We have replaced GRIP with PACE, a new tool that allows project managers to adapt their approach, make decisions that best meet the needs of their project, overlay stages and define a single viable option quicker while maintaining rigour.<\/p>\n
Optioneering is the process of testing and selecting different options for a project. Currently, most programmes get stuck in a drawn-out option selection process, spending significant time and budget on detailed analyses and testing of multiple options. Timetabling and operating principles are not considered early enough in many programmes. Lack of alignment into timetabling and resourcing processes prevents an effective industry plan and a working end state timetable. This work is looking to create a one team culture between DfT and Network Rail and other partners around delivery of projects. RIR is a process to achieve an authorisation to enable a passenger service that requires additional assurance via third party verification and the ORR. This can add time and cost to projects, and in some cases drives a critical path to realisation of benefits, as a specific process must be followed above processes we already have place. Compliance to standards results in over design and does not provide value for money. Poor quality submissions and review resource availability mean the standard deviation process can get delayed. Existing frameworks often have self-imposed restrictions on use and complex call-off arrangements that drive up cost and time. Access is a critical driver of programme schedule and cost, with challenges in planning lengthy disruption in order to maximise construction. Possessions are not utilised to the maximum of their potential due to lack of Operator engagement as well as miss alignment between project and access planning timescales. It is critical to work with industry parties in order to optimise the access strategy and make the most efficient use of the access available. Speakers included members of the Wales and Western senior leadership team, colleagues from the Department for Transport, as well as those directly involved in delivering projects which have benefited from adopting the SPEED approach. Managing Editor and Events Director of Rail Magazine and Rail Review, Nigel Harris, also spoke about the importance of SPEED and its impact on the rail industry.<\/p>\n
Attendees also heard about three case studies where the SPEED approach has been adopted and had the opportunity to ask questions to conference speakers by taking part in two live Q&A sessions during the event.<\/p>\n
